Why is there a different number of entries in Online Payments vs. Recent Payments?

Online Payments shows transactions, while Recent Payments provides the itemized list of fees/fines.
If a customer pays more than one fine/fee online at a time it will display as only one transaction in Online Payments with the total for that transaction, while in Recent Payments it will display each fine/fee that the payment was applied to.
