Why aren't fines being applied to items that are checked in to certain branches?

Answer
To apply fines, branches need to have a billing selection branch (i.e., your main branch). Navigate to Wise configuration > Management organizations > Branches > Network (tab) and enter your main branch into the Billing selection branch field.
