How do I put a customer at Holds Position 1?

The best workflow is to cancel the existing hold that you want to move to the top (this is usually because the item that was captured to fulfill the hold needs repaired or replaced before it can be sent back out), then place a fresh hold for the customer, but give them priority 1 (not 0) and save. The holds Position does not reflect that the customer has jumped up in line, but when the next item is returned, Wise considers the priority, position and time/date of the hold in order to assign it to the correct next customer (so if you have two customers who were given a priority of 1, it should go to the one who placed the hold first).
